The 2020 SA Government Gazette that created the Schedule 0 carve-out for low-dose CBD.

Gazette 43347 (23 May 2020) reclassified low-dose CBD products as Schedule 0 — over-the-counter — under conditions: maximum 600 mg per pack, maximum 20 mg recommended daily dose, and general-health claims only (no disease-specific therapeutic claims). Higher-dose or disease-targeting CBD falls outside this carve-out and requires Section 21 access. This is the legal foundation for the consumer CBD market in South Africa.
